The Harrisburg Telegraph of 15 June 1938, ran an article saying “For the most outstanding act of kindness to an animal during 1937, City Patrolman Paul C. Carbaugh, 703 South Twenty - fifth Street, yesterday was presented with the annual award of the Humane Society of Harrisburg. An engraved medal, was presented to the policeman at the 3 o'clock roll call in the City Police gymnasium by Dr. Harry F. Bronde, agent of the society. J. Harris Bell, president of the society, spoke briefly to the assembled telling them how Patrolman Carbaugh went to the aid of a Chow dog struck by an automobile near the Sacred Heart Parochial School. The officer was bitten by the animal and was given hospital treatment.”

The American Volunteer Guard, Eritrean Service Command, was made of American civilians employed by the US Army in Eritrea. They were ultimately granted veteran status by the Veterans Administration.

Silver-plated cigarette case, engraved on the back "To/Lt. J.D. Swartwout/From/The Garage/Parris Island, SC". 102x79mm. With gilt interior; unmarked.

Lieutenant Jay Delbert Swartwout, born 23 March 1893, was designated a Naval Aviator in 1922. After assignments at Quantico, Guam, Parris Island and Managua, Nicaragua, he was killed as the result of a mid-air collision with another aircraft near San Diego, California, on 15 March 1928. In 1927, at Parris Island, he was detailed as the Officer in Charge of the Garage Repair Shop.

Coast Guard Good Conduct Medal, hand-engraved “Gerald S. Coates, Jr./3-30-55/CGC Laurel”

Gerald S. Coates, Jr, was born in 1932 in Danville, Pennsylvania, and died there in October 2009. His obituary notes his service in the Coast Guard during the Korean War. CGC Laurel was commissioned in 1942 as a buoy tender. In 1946, she was assigned to Rockland, Maine, and remained home-ported there until 1969.

Coast Guard Good Conduct Medal, hand-engraved “Fred H. Dieffenbacker/12-21-54/CGC Bibb”, with three bronze stars on the ribbon. The ribbon has been cut and resewn on the reverse; the pendant shows some discoloration. With a uniform name tag “Diefenbacher” (Note the spelling difference between the medal and the name tag.)

CGC Bibb, a 327-foot cutter, was commissioned in 1938 and served in the Atlantic and Pacific during World War II, seeing substantial action. She served until 1985, mostly in weather observation roles.

Chief Machinist Mate Frank Louis Donnini, from New Britain, Connecticut, was born in December 1908 and died in November 1997. He served from December 1942 through May 1946. He is buried in the Florida National Cemetery, Bushnell, Florida. Coast Guard Training Station Groton was established in 1942 and operated through 1967, with a variety of Coast Guard basic and advanced training schools.

CGC Tioga is a tug built before the Spanish-American War and which served through both World Wars. As of 2009, it was moored derelict in Homer, Alaska. “CG Yard”, in Baltimore, is the Coast Guard’s only major shipbuilding and repair facility.

Coast Guard Good Conduct Medal, hand-engraved “William R./Spooner/USCG/September 8, 1932/Division 8, OSPF”. With pin-back top bar with an open pin-catch; reribboned; the pendant and top bar are dark.

Spooner also received a Treasury Silver Lifesaving Medal in 1927 and recognition from the Canadian government for a rescue near Sault Ste. Marie, Michigan. Chief Boatswain’s Mate William R. Spooner applied for, and received, a commission as a lieutenant (junior grade). On 9 September 1942, while assigned to the cutter Muskeget, he was reported missing when the ship was torpedoed and sunk with all hands (109 men) in the North Atlantic, off Greenland, by the U-755. His body was never found and he is commemorated on the Tablets of the Missing at the East Coast Memorial in New York City. Spooner’s medal group (named Purple Heart and Treasury Lifesaving Medal and a 1933-dated Good Conduct Medal) is known to be in collector’s hands and is well documented on the US Militaria Forum.

Division 8, Off Shore Patrol Force, consisted of six 100-foot cutters based in Pascagoula, Mississippi. The Off Shore Patrol Force had been established to combat bootleggers and rum-runners during the Prohibition Era.

Damage Controlman Third Class Paul Allen Wilson was born in May 1928 and died in December 2008. He is buried in the Willamette National Cemetery, Portland, Oregon. His grave marker indicates service in World War II and the Korean War. CGC Fir was built as a lighthouse tender in 1939. She remained in service until 1992.

Group of commissions and appointments to Colonel Leslie MacDill, for whom MacDill Air Force Base is named: commission as a first lieutenant, Coast Artillery Corps, dated August 1916, signed by President Woodrow Wilson (insect damage to the surname); appointment as a captain, Air Service, dated July 1920; appointment as a lieutenant colonel, Air Service, dated November 1918; appointment as a temporary lieutenant colonel, Air Corps, dated August 1936; appointment as a temporary colonel, Air Corps, dated January 1937; appointment as a lieutenant colonel, Air Corps, dated August 1935; appointment as a major, Air Service, dated March 1921. All have been rolled and show creases; several show insect damage (the first has been repaired with tape, but insects have destroyed the “on” of “Wilson”.  An historic group of documents to a pioneer aviator. 

MacDill was born in Monmouth, Illinois on 18 February 1889. After college, he was commissioned into the Coast Artillery Corps. In 1915, he completed flight training and was rated a junior military aviator. In World War I, he commanded the Air Service’s aerial gunnery school in France. He was killed in a flying accident in Washington, DC, on 9 November 1938.

Mounted group of five medals to BU1 Andrew Paluka, US Navy: Navy Good Conduct Medal, with one star; National Defense Service Medal, with one star; Vietnam Service Medal, with 2 stars and an EGA device; Republic of Vietnam Campaign Medal (US-made); Navy Expert Rifleman Medal. These bar-mounted for wear, on a Hilborn-Hamburger card with "E-6 Andrew Paluka" hand-written on the back. With a photograph of Paluka in the uniform of a chief petty officer, wearing additional ribbons for the Navy Commendation Medal, with “V”; Navy Achievement Medal, with “V”; and the Purple Heart. None of these awards appear in Paluka’s records, which show that he retired as a Builder First Class (E-6). He served from January 1954 through July 1978.

Paluka apparently "enhanced" his career post-retirement with the addition of the three decorations and a self-promotion to chief petty officer. The mounted group of medals reflects his official awards. The photograph was used with Paluka's 2014 obituary.

Brigadier General Smith was an industrial engineer by training, earning a degree from the University of Southern California in 1929. He worked for the Metropolitan Water Board of Northern California, supervising heavy construction projects, such as dams and tunnels. Commissioned into the Coast Artillery Reserve in 1929, he was called to active duty in October 1940 as a Plans and Operations Officer, 9th Coast Artillery District. After three other staff positions, he moved to the Alaska Defense Command, seeing action at Attu and becoming the Chief of Staff of the Army Task Force occupying Kiska. After a term as a student and instructor at the Army-Navy Staff College, he became the operations officer, Tenth Army, taking part in the Okinawa and Ryukus campaigns. In 1947, he became an operations staff officer in Japan, taking part in the early operations in Korea. As General MacArthur’s representative, Smith briefed the Joint Chiefs of Staff on the Inchon Landing the day before it happened. MacArthur had instructed Smith to take his time returning to Washington so the JCS could not intervene to stop the operation. In 1958, he was assigned to be the J-3 of American Land Forces in Lebanon. Smith was then assigned to duties in the Department of the Army, retiring in 1964 as a brigadier general. The DSM and Legion of Merit are illustrated in Fred Borch’s “Medals for Soldiers and Airmen: Awards and Decorations of the Army and Air Force”.

With a crimp brooch Army Good Conduct Medal, machine-engraved "Carroll J.Blaney", with a note in Blaney's hand "Received 2/11/89/Over 25 Years Late!"

Blaney enlisted in the Navy in 1936, serving aboard USS Indianapolis. In September 1941, he was aboard USS Griffin (AS-13), a submarine tender in the Atlantic Fleet. Immediately after Pearl Harbor, Griffin was ordered to the Pacific, where she remained for the duration of the war. In December 1944, Blaney had been aboard USS Petrof Bay (CVE-80) for nearly a year and was transferred ashore to a receiving ship awaiting assignment to new construction. His enlistment being up, Blaney apparently joined the Army, retiring in the mid-1950s. His headstone at Arlington National Cemetery shows the award of a Purple Heart, although the basis for the award is not mentioned in any of his Navy muster roll entries, nor is he listed in the published roll of Navy casualties in World War II, so the Purple Heart may stem from his Army service. Blaney’s full Navy and Army record file should be in the National Archives at St. Louis. Blaney was from Baltimore.

Frank Castro was born in St. Louis and enlisted in Philadelphia. He served from September 1899 through July 1901, participating in actions at Cabusay, Libog, Tollgate and Legaspi. In 1909, Castro entered a National Home for Disabled Veteran Soldiers, but left in 1912 at his own request. His disability must not have too severe, as he lived until January 1957.

With a three-place ribbon bar (Army Good Conduct; American Defense Service and Asiatic-Pacific Campaign Medals), and a set of Masonic cufflinks and tie bar.

The Conspicuous Service Cross was awarded to Sergeant Kaefer on 11 January 1968 in Williamsville, New York. He served in the Army from April 1939 through July 1945.  Kaefer was born in Buffalo and died in November 1989 and is buried in Cowlesville, New York.

Tomlin served with the 389th Bomb Group (B-24s, RAF Hethel), receiving his three Air Medals in early 1945, when the group was supporting ground operations after the Battle of the Bulge and the airborne crossing of the Rhine River. In 1949, Tomlin enlisted in the Marine Corps, serving initially in an Amphibian Tractor Battalion. In 1950, he trained as an aircraft mechanic and served in Japan and at Cherry Point and Quantico. Rising to the rank of technical sergeant, he left the Marine Corps in 1962.  Originally from Norfolk, Virginia, Tomlin died in Prescott, Arizona, in January 2005.

Douglass is on the roll of Company F, 2nd New York Volunteer Infantry, where he enlisted in May 1898 at Whitehall. He was mustered out with his company in October 1898. His unit did not leave the United States during the war. Born in 1869, Douglass died in December 1944. He is not on the roll for a federal Spanish War Service Medal.

MOLLUS Medal, "5595" (1Lt Berger, 1st LA Cav)

Condition: VF

 Military Order of the Loyal Legion of the United States Member Medal, numbered “5595" on the suspension loop. With verification from MOLLUS archives that the badge was issued to First Lieutenant Adolph Berger, 1st Louisiana Cavalry, in 1887. With extensive research.

The 1st Louisiana Cavalry was organized at New Orleans in August 1862. It served in the defense of New Orleans and in southern Louisiana, later moving to take part in actions around Mobile, Alabama. Berger was born in Breslau, Germany, and came to the United States before the Civil War. During the war, he served as regimental quartermaster before being discharged in March 1865. After the war, he served over 20 years in the Pension Office, Washington, DC. He died in Washington in 1905 and is buried in Congressional Cemetery there.

George G. Gillett was born in April 1888. The 1910 US Census shows him aboard USS Monterey, based in the Philippines. Gillett died in 1974 and is buried in Inglewood, California. His grave marker notes “Sgt, US Army, WWI”. USS Monterey (BM-6) was a monitor, providing heavy gun support to the Navy in the Philippines and along the China coast.

Dated 1 July 1939 for medal "3858" (location unknown) and signed by the New York Adjutant General. Drymounted on cardstock for framing. With some darkening from age and slight rubbing wear .

Anderson was born in New York City in November 1889 and enlisted in the National Guard in 1910. In 1938, he was promoted to brigadier general and commanded the 93rd Brigade. When World War II broke out, he was promoted to major general. He took command of the 86th Infantry Divison upon its activation on 15 December 1942, but died just  nine days alter at Gainesville, Texas. During World War I, he received the Distinguished Service Cross and Distinguished Service Medal for gallantry and meritorious service with the 165th Infantry (New York's Fighting 69th Infantry). He also held the New York Conspicuous Service Cross (#303), the Long and Faithful Service Medal, 4cl (#5778), the FrenchLegion of Honor and Croix de Guerre with palm and star.  In May 1943, the transport, General A.E. Anderson (AP-111), was launched and served in the Atlantic and Pacific theaters. She was finally decommissioned in 1958.

Clarence T. Baldwin served on the Mexican Border as a sergeant, 107th New York Infantry, and in World War I as a captain, Company H, 107th Infantry. He was cited for gallantry in 27th Division orders “For courage and efficiency in handling his platoon under heavy fire in the Dickebusch Lake sector near Mt. Kemmel, Belgium, in July, 1918.” He received Conspicuous Service Cross #958 in 1921. Baldwin died in 1959.

He served in Troop C (“Governor’s Troop”), 1st Pennsylvania Cavalry, for service on the Mexican Border, receiving Pennsylvania Mexican Border Service Medal “4820" and federal Mexican Border Service Medal “15249" (locations unknown). In World War I, he served in the 108th Field Artillery, 28th Division.

Lunney”, numbered “12665"; Brookline, Massachusetts, Mexican Border Service Medal, engraved “Harry J. Lunney” on the reverse. The Purple Heart shows very light age, the Brookline medal has a very worn ribbon and the brooch is missing. Cook Harry J. Lunney, Machine Gun Company, 101st Infantry, 26th Division, was wounded in action on 24 October 1918. This Purple Heart was approved on 13 August 1932. Lunney enlisted in the National Guard in June 1916 and served through April 1919. He is not on the roll for a federal Mexican Border Service Medal. Lunney died in November 1959.

Prior to becoming Medical Director for the Rhode Island Militia, he served as the regimental surgeon of the 1st Cavalry. Dr. French died in 1935 and is buried in Providence.

A "Don J. Williams" (ASN# 18037070), from Potter County, enlisted 29 September 1941.  SSgt Don J. Williams, a gunner assigned to the 67th Bomb Squadron, 44th Bomb Group, was killed in action on 8 March 1943 when his B-24D was shot down near Sierville, France, by German FW-190 fighter aircraft. The MACR lists him as "Donald J. Williams"; his grave marker in the Llano Cemtery, Amarillo, shows "Don J. Williams". A building at the Amarillo Army Air Field was later named in his honor. The news articles at the time mention Williams receiving the Air Medal and Purple Heart, but they do not mention the award of a Silver Star.

Treasury Silver Lifesaving Medal, "Virgil Smith"

 Treasury Silver Lifesaving Medal, with replaced suspension bar and brooch, engraved “To Virgil Smith for bravely rescuing a shipmate from drowning, February 16, 1934". The pendant shows substantial pitting, appearing to have been in sea water for some period. With copied research.
The account of Smith’s action reads: On the afternoon of 16 February, 1934, while preparations were being made on the USS Texas to send a diver down from the bow to reave off messengers for paravane chains, there was a heavy swell which caused the ship to roll considerably. During one of these rolls the port gunwhale of the motor launch which contained the diver caught under a scupper lip. This movement careened the motor launch over to such an excessive angle that it began to take water and at the same time threw several men of the diving party into the water.

When the accident occurred the diver, Seaman 1cl W.E. Baker, U.S. Navy, had on a rubber diving suit but was without shoes, breast plate or helmet, and Virgil Smith, U.S. Navy (at that time a gunner’s mate 3c) was lacing Baker’s legs. Both men were thrown into the water and both caught hold of the scupper lip. Due to the heavy roll of the ship and the weight of the diving suit, Baker was unable to continue to hold on without assistance. Smith, upon seeing Baker’s predicament, wrapped both his legs around Baker’s waist, scissors fashion, thus assisting Baker to hold on. About this time a line was thrown to them. Due to the rolling of the ship Baker was partially submerged and his diving suit filled with water and became very heavy, but Smith continued to hold him with his legs until a boat arrived from the USS Oklahoma. A member of the crew of the boat from the Oklahoma threw the two men a line and hauled them alongside the boat. By this time Baker’s suit was full of water and was so heavy he could not be pulled into the boat until a member of the boat crew split the suit with a knife and let out the water.

Virgil Smith enlisted in the Navy in 1930. He was commissioned in 1942 and served as an officer until 1948, when he reverted to enlisted rank. He returned to officer rank in 1951 and served in that status until retiring in 1960 as a lieutenant commander. In October 1942, Smith was among those at the Navy Yard, Pearl Harbor, commended for the expeditious handling of repairs to USS Enterprise and USS South Dakota. In 1944, Smith received a letter of commendation for “meritorious conduct and outstanding performance of duty while voluntarily engaged in diving operations and directing the efforts of a group of divers incident to the salvage of vessels damaged by enemy action at Pearl Harbor on December 7, 1941...” In 1959, Smith received a letter of commendation from the Commander in Chief of the Chinese Navy for his work with Chinese naval units as part of the naval section of Military Assistance Advisory Group in Taiwan. Smith was from Indianapolis.

While the lifesaving action was in 1934, the award was not recommended until July 1940 and the actual award was made in January 1941. In December 1941, Chief Gunner’s Mate Smith was assigned aboard USS Oklahoma. While Smith clearly was not a fatal casualty in the Pearl Harbor attack, it seems likely that his personal effects remained in the Oklahoma on the bottom of Pearl Harbor until 1943, when the ship was refloated and moved to drydock. Smith’s April 1944 letter of commendation for diving operations at Pearl Harbor, and the fact that the Oklahoma was drydocked there in late 1943, would indicate that Smith could well have played a role in the recovery of his own medal from the salvaged Oklahoma.

Trial strikes of Air Force Medal of Recognition

Pair of die trial strikes for the Air Force Medal of Recognition to Major General Benjamin D. Foulois. Base-metal die trial strikes of the obverse and reverse of the medal authorized by Congress in 1963 to recognize Maj Gen Foulois' pioneering role in military aviation and his continued support of aviation after his retirement.

Benjamin Foulois enlisted in the Army in 1898, became a pilot in 1909 and commanded the 1st Aero Squadron in the Mexican Expedition. In World War I, he was Chief of the Air Service in the AEF in France. He became Chief of the Army Air Corps in 1931, retiring from that position in 1935. In retirement, he was a tireless supporter of military and civil aviation development. In 1963, Congress approved a Joint Resolution to award a medal to Foulois for his 57 years of work to develop aviation.

USMC Good Conduct (Shioutakon, 1923-1926)

Marine Corps Good Conduct Medal, hand-engraved “No.80389/William G. Shioutakon/2nd Enlistment/1923-1926". With copied service records. Ribbon worn.

Shioutakon had prior service in the Army, being a Cook in Company B, 163rd Infantry, 41st Division, from July 1918 through November 1919. He enlisted in the Marine Corps in 1923 and served primarily at Quantico and Guantanamo. In 1927, he was assigned to the 8th Marines, Eastern Reserve Area, in Philadelphia, remaining there at least until 1927. He died in January 1934 and is buried at Arlington Cemetery.

Marine Corps Good Conduct Medal, hand-engraved “No.76762/Samuel/Tracy/1st/ Enlistment/1920-1924".

Samuel Tracy was initially assigned to 3rd Air Squadron at Quantico, rising to sergeant by January 1924.  In March 1924, he went AWOL for 19 days and faced court-martial, which reduced him to private. In September 1924, he was convicted of the theft of $125.00, confined for 18 months and received a Dishonorable Discharge.

Wisconsin. Sheboygan Medal for the 50th Anniversary of the Evergreen City Guard. Bronze, with unnamed top bar. Marked “Schwaab S&S/Co/Milwaukee” on the reverse. With a corrosion spot on the obverse.

The Evergreen City Guard evolved from the Evergreen City Cadets, which was organized in 1869. In 1874, the unit became the Evergreen City Guard. Later, the unit became Company C of the 2nd Regiment of the Wisconsin National Guard.

The last Grand Army of the Republic national encampment was in 1949, when there were only 16 delegates. The national encampment of 1947 had only 58 delegates.  Since the youngest of Civil War veterans would have been close to 100 years old in 1949, these department-level badges must represent local encampments of equally small numbers, although the Department of Wisconsin had encampments through 1951.

Mexican Border Service Medal, numbered “6762", with a ribbon bar and lapel pin. With an Army Sharpshooter Badge with “Moore” scratched on the reverse; pair of enlisted cavalry collar discs. The Mexican Border Service Medal was issued to Sergeant Archie B. Moore, Troop B, 17th Cavalry.

The 17th Cavalry was constituted on 1 July 1916 with veteran troopers from five other cavalry regiments at Fort Bliss, Texas. It later moved to Fort Douglas, Arizona, where it remained throughout World War I.
